Judy Rosenbloom, FASE


As JR Associates’ chief visionary, operations executive and spokesperson, Judy has led the firm’s 20-year expansion from an ultrasound coding boutique to a comprehensive medical reimbursement consulting and managed services provider. In keeping with the firm’s commitment to excellence, she oversees all engagements – defining strategic frameworks and driving reimbursement implementation in alignment with clients’ business goals.

Judy is recognized as a highly perceptive, pragmatic interpreter of payer policies and regulations who understands how to link the clinical benefits of medical technology with today’s reimbursement environment. Leveraging her rich experience as an entrepreneur, clinical operations manager and allied health practitioner, she develops creative solutions to reimbursement’s most complex challenges – including the pursuit of coverage as well as CPT, HCPCS, ICD-9 codes.

Prior to starting JR Associates, Judy co-founded and served as vice president of a privately held multi-million-dollar diagnostic imaging and cardiovascular services company. While managing a regional delivery network of mobile units, outpatient imaging centers, and hospital imaging departments, Judy built enduring relationships with national and local stakeholders – including physicians, hospitals, professional associations, CMS and third-party payers.

Because she has such diverse reimbursement expertise and deep knowledge of industry best practices, Judy is often a featured speaker at industry forums in the US and abroad. She also serves (and has served) in leadership roles with numerous academic and professional organizations. For example:

Judy is a long-time advocate for critical healthcare industry and policy issues - especially quality initiatives centered on patient care and reimbursement. She has authored numerous articles and publications on the topic, and she delivers educational programs to industry and provider groups upon request.

Judy holds an executive management certificate from UCLA, and is a registered adult and pediatric cardiac sonographer.
